Acknowledgement of Indigenous Lands: The BCAS acknowledges that the land on which we meet is within the Traditional territory of the Huu-ay-aht First Nations where indigenous peoples have lived since time immemorial.

PRESENTATION- Bamfield Development Plan by Mike Irg ACRD and Brittany Tuttle of Urban Strategies

Brittany talked us through the presentation with the results that Urban Strategies had come up with for consideration related to the possible development of Bamfield. This presentation can be viewed at

She stressed that the presentation covered what could happen but the OCP, that we will be working on in the new year, will be what Bamfielders want to happen.

Mike Irg added that the ACRD will be working on housing needs in the spring. If anyone has any specific questions related to their own properties, he is happy to answer their queries.

Questions Posed:

  1. Would it be possible to send data on the population  growth rate for Ucluelet over the past few years?
  2. The large parcel of land behind Brady’s Beach is zoned as resource but is coloured as “in stream” development??
  3. Would there be a linkage between west side development and east side parking to accommodate the increased needs for resident parking? Mike responded that this needs to be included in the new OCP. Jamie added that moorage is also concomitant with that issue.
  4. The need for housing is now regardless of the projections. Mike said the ACRD will be getting into that in the spring.
  5. Why were the specific percentages of growth used in the presentation? Brittany said they were based on historic growth trends. Apparently Tofino was at a 4% growth rate in the early 2000s.
  6. There was a housing study completed a few years ago. Will that be built on further?  Mike responded that a new study will be undertaken.
  7. What jurisdiction does the ACRD have on parking infractions in Bamfield. Mike responded that MoT has jurisdiction on the road allowance. ACRD will help to resolve issues.

The issue of the van abandoned well into the road lane in the summer was an example of the problem. The four corner area was a problem in the summer and the MoT needs to address it. The removal of the rocks made the issue worse.

 

ACRD DIRECTOR’S REPORT – by Bob Beckett

Community Grief and Loss Circle

With the support of Minister Osborne, the Provincial Disaster Psychosocial Services is offering a Grief and Loss Circle for the Bamfield community. This will be a space for community members to share their feelings and thoughts about the recent losses as well as learn some skills to handle their intense and sometimes distressing feelings. There will be opportunity should people feel like it, to leave names, messages, or thoughts on paper hearts to be placed on a memorial wall. 

The Crisis Intervention Mobile Response team wanted to emphasise that the sessions are very informal.  

Two sessions will be offered in Bamfield on November 5th and 6th at the Bamfield Community School at 5:30 pm. Special thanks to Jaslyn and the BCSA for hosting this important Community Grief and Loss Circle.

COMMUNITY REPORTS

  1. Bamfield Harbour Authority - Tom Jensen
  • The AGM was held on October 28 and the board remains the same as last year. Frank Novak, Jeff Honig, Ashley Klyne, Paul Bird, Barry Sills, Jamie Willock and Tom Jensen.
  • There are discussions going on for signing a new head lease with Small Craft Harbours in 2025. The first one was signed in 2005.
  1. Bamfield Community School - Robin Schmitt
  • There are 49 or 50 students now.
  1. Community Hall-Louis Druehl
  • The hall is now being framed by a crew from Port Alberni and Bamfield.
  1. Arts Council- Julie Bradley
  • The Christmas Craft Fair will be on Sunday, 1 December at the Rix Centre from 11-2.
  1. Road Safety Association- Stefan Ochman
  • The recent AGM was well attended and there are now 5 Huu-ay-aht leaders in the association which is very welcome.
  • Stella Peters has joined the Board.
  • Memorials for those that passed on the road now needs to be increased to four after the recent tragedy.
  • If anyone has any issues related to the road please contact Stefan.
  1. Community Forest- Stefan Ochman
  • Consultants are being hired to help with creating plans for small impact harvesting using minimal machinery.
  • An application to ICET to fund the creation of the Majestic Old Growth Trail off South Bamfield Road has been made. This trail will be accessible to people with all levels of mobility.
  • An attempt to burn the old slash piles from the 2020 is ongoing.
  • Bernie Mueller of Somas Mill is currently milling leftover wood from the community hall supply to send to Denmark and also to sell locally.
  1. BCSA- Jaslyn  Haberl
  • Save the date! Oysters, Authors, and Ale is planned for Saturday, November 9th at the BMSC Rix Centre for Ocean Discoveries. Please contact bcsacoordinator@gmail.com if you would like to read a piece, or volunteer to help us host a spectacular event. Tickets are on sale at the Bamfield Mercantile.
  • Pre-Halloween activities took place at the school.
  • The Grief and Loss sessions took place 5 and 6 November.
  • There is a job posting out for a literacy outreach facilitator. Please contact Jaslyn for more details.

NEW BUSINESS

GIA-Mandy Ross

Mandy gave the first presentation for a GIA grant to provide LOMI indoor composters to 27people who have requested them. Please see the presentation sent out with these minutes. The second presentation will take place at the November meeting.

Jamie requested that Mandy check that all requests are for use of the composter in Bamfield.
